Web page creation is a process which evolves depending upon the writer's time, interest, skill and motivation. A web page is never "done" --thus, the focus should be on the process, not the final product. The process of creating and maintaining a web page/site results in clearer articulation of goals, increased understanding and knowledge, and the development of communication skills.

Before beginning any project, evaluate what you already know and what you need to learn.  The web is a communication medium with its own language, tools, conventions, and methods of communication.  Spend some time surfing the web, looking at sites similar to what you would like to create. Bookmark the sites you like so you can go back to them later and study what works and what doesn't work.  These college links will get you started:

Become familiar with the hypertext nature of the web and the possibilities it offers for learning and increased communication. Additionally, learn to use the tools of the web--- your computer and browser.
