      Bylaws

Article I:   Name

 

The name of this organization shall be the Glendale Community College Professional Staff Association (GCC PSA).

 

 

 

 

 

 

 

 

Article II:   Affiliation

 

 

GCC PSA is a unit of the Maricopa County Community College District Professional Staff Association, hereinafter referred to as the District Association. GCC PSA will comply with all rules and regulations set forth by the Constitution of the District Association.

 

 

 

 

 

 

 

 

Article III:   Purpose

 

 

The purpose of GCC PSA shall be to act as a voice for the Professional Staff personnel of Glendale Community College in conjunction with the District Association in establishing and enforcing policies relative to working conditions, wages and salary, and benefits. In this capacity, GCC PSA will operate as an information gathering and distributing body. It shall be the purpose of GCC PSA to promote professionalism, teamwork and education of Glendale Community College Professional Staff personnel.  It shall further be the purpose of GCC PSA to strengthen and maintain open communication with District and College officials, and the college community.

 

 

 

 

 

 

 

 

Article IV:   Members

 

 

Section 1:

 

 

 

 

Any regular board approved Professional Staff employee as defined in the “Professional Staff Policy Manual” is entitled to non-associate membership in GCC PSA.  Non-Associate members shall constitute those persons who elect not to pay dues at the campus level.  Non-Associate members shall not be granted any benefits offered exclusively to dues-paying members.  Non-Associate members shall only be allowed to vote on the ratification of proposals resulting from the Collaborative Policy Development sessions.

 

GCC Associate membership shall be open to all eligible Professional Staff employees.  Associate members shall constitute those persons who elect to pay dues at the campus level; and shall be afforded all advantages and privileges offered to dues-paying members. 

 

 

 

 

 

 

Section 2:

 

 

 

 

GCC PSA Associate members may vote for GCC PSA Officers, rules and regulations, and matters of business submitted to the members of GCC PSA, as defined by the District Constitution.

 

 

 

 

 

 

Section 3:

 

 

 

 

Dues shall be set annually by GCC PSA and shall be collected from current Professional Staff employees between September 1st  and December 1st. Dues shall be paid to the Treasurer by payroll deduction, in cash or by check payable to the Professional Staff Association. New GCC Professional Staff hired after December 1 have the option to join PSA up until the end of the fiscal year.  The GCC fiscal year is July 1st through June 30th.

 

 

 

 

 

 

Section 4:

 

 

 

 

All Elected or Appointed Executive Board Officers of GCC PSA must be a Professional Staff Association Associate member of Glendale Community College and the Maricopa County Community College District for a period of one (1) year prior to holding office within GCC PSA.

 

 

 

 

 

 

Section 5:

 

 

 

 

GCC Professional Staff employees, who are working at least twenty (20) hours per week, may pay GCC PSA Campus dues and have the rights and privileges of GCC PSA Associate Members.

 

 

 

 

 

 

 

 

 

 

Article V:   Officers

 

 

Section 1:

 

 

 

 

The Officers of GCC PSA must be College and District Associate members. Officers shall be a President, President-Elect, Secretary, Treasurer, Representatives, and Alternate Representatives. All Officers and Representatives shall be elected and will represent GCC PSA at the College and District Association meetings. These Officers shall perform the duties as prescribed by these Bylaws and by the parliamentary authority adopted by GCC PSA.

 

 

 

 

 

 

Section 2:

 

 

 

 

Election of Officers shall be held annually on or before May 15th and GCC PSA shall provide the President or Acting President of the District Association with a list of elected Officers before May 31. GCC PSA shall elect one officer or representative for every fifteen (15) permanent Professional Staff employees and portion of fifteen (15) thereafter employed at Glendale Community College. If GCC PSA is entitled to an increase in the number of Representatives due to an increase in Professional Staff or if a vacancy should occur, Alternates shall be appointed by the President of GCC PSA to fill Representatives positions.

 

All official business shall be conducted and voted on by the Associate members present or by written proxy.  To pass a motion, it must receive fifty plus percent (50+%) of the voting members present.

 

 

 

 

 

 

Section 3:

 

 

 

 

At the regular meeting held in March, a Nominating Committee, chaired by the Immediate Past President, shall be formed to solicit and nominate candidates for the offices to be filled at the annual meeting in April. The Officers shall be elected as follows: Presidency filled by President-Elect from previous year; President-Elect yearly for one (1)-year term of office; Secretary in even year for two (2)-year term of office; Treasurer in odd year for two (2)-year term of office; Representatives and Alternates on yearly basis to serve one (1)-year term. In the event that an office is unable to be filled, the Executive Board may propose an alternate solution to fill the vacancy.

 

Emergency elections can be held at any time in order to fill a vacancy for the remainder of the term.

 

 

 

 

 

 

Section 4:

 

 

 

 

Duties of Officers

 

 

 

 

 

 

 

President:   The President shall preside at all meetings of the Executive Committee and meetings for the membership and shall perform all duties as are usually performed by the President of any organization. The President shall be an ex-officio member of all GCC PSA committees.

 

 

 

 

 

 

 

President-Elect:   The President-Elect shall assume the duties of the President in his/her absence. He/she shall assume the position of President of GCC PSA the year following his/her term as President- Elect. In the event the President's office is vacated, the President-Elect assumes the office of President for the remainder of the term and the succeeding term.

 

 

 

 

 

 

 

Immediate Past President:   The Immediate Past President shall advise the Executive Board and assist the President at his/her request. Other duties include Chairing the Nominating Committee and acting as GCC PSA’s Parliamentarian. The Immediate Past President shall conduct elections and have no voting rights during this process.

 

 

 

 

 

 

 

Secretary:   The Secretary shall keep an accurate record of the proceedings of all meetings of GCC PSA and the Executive Board, and such other records as GCC PSA shall require from time to time. The Secretary shall maintain files of all correspondence of GCC PSA. The Secretary shall issue notices to the membership of all meetings of GCC PSA one week prior to such meetings.

 

 

 

 

 

 

 

Treasurer:   The Treasurer shall be custodian of the funds of GCC PSA and shall be responsible for opening, recording and maintaining permanent records and accounts of all monies. The Treasurer shall be responsible for maintaining a current list of all GCC Associate members.

 

 

 

 

Representatives:  Representatives are elected each year and shall attend all District Association meetings for the purpose of representing the campus membership.  They shall communicate deadlines, procedures, policies, etc to GCC Professional Staff employees.

 

Alternate Representatives:  Alternate Representatives are elected each year and shall attend District Association meetings in the absence of Representatives.  The Alternate Representative assumes the duties of the Representative in the event of an absence or vacancy.

 

 

 

 

 

 

Article VI:   Meetings

 

 

Section 1:

 

 

 

 

Regular meetings shall be held monthly at a time designated by GCC PSA and shall include reports of Officers and committees and any other business that may arise.

 

 

Section 2:

 

 

 

 

The regular meeting in April shall be known as the annual meeting and shall include the election of Officers for the next year.

 

 

Section 3:

 

 

 

 

Any Officer or Representative missing three (3) consecutive meetings, unexcused, shall be replaced by an Alternate Representative on a permanent basis. An unexcused absence is defined as not notifying the President or President-Elect prior to a meeting.

 

 

 

 

 

 

 

 

 

 

Article VII:   Executive Board

 

 

Section 1:

 

 

 

 

The Executive Board of GCC PSA shall include the President, President-Elect, Immediate Past President, Secretary, and Treasurer.

 

 

Section 2:

 

 

 

 

The Executive Board shall have general supervision of the affairs of GCC PSA between its meetings.

 

 

 

 

 

 

 

 

 

 

Article VIII: Committees

 

 

Section 1:

 

 

 

 

Standing Committees include PEL, PSD, PSI and Summer Conference, Standing Committee Representatives shall be elected at the annual meeting.

 

 

Section 2:

 

 

 

 

Other Committees: The Executive Board may establish Ad Hoc Committees as necessary for the welfare of GCC PSA and shall be duly appointed by the President.

 

 

 

 

 

 

 

 

 

 

Article IX:   Parliamentary Authority

 

 

 

Robert's Rules of Order shall be the parliamentary authority for all matters of procedure not specifically covered in the GCC PSA Bylaws.

 

 

 

 

 

 

 

 

 

 

Article X:   Amendment of Bylaws

 

 

 

The Bylaws of GCC PSA may be revised, amended, or repealed at any regular meeting of GCC PSA by a two-thirds (2/3) vote of the Associate members present. Written notice shall be sent to Associate members at least two weeks prior to the meeting at which Bylaws will be voted upon. Proxy votes will be accepted from all GCC PSA Associate members unable to attend the meeting.

 

 

 

 

 

 

 

 

 

 

Article XI:   Abandonment or Termination

 

 

 

In the event of abandonment or termination of GCC PSA, any funds shall be directly donated to the general treasury of the District Association.
