Ashley, Karen

Karen Ashley began her twenty-four year law enforcement career in 1984 with the Flagstaff Police Department. After graduating from the Arizona Law Enforcement Training Academy she worked in an undercover capacity in Flagstaff that resulted in some of the largest drug arrests in northern Arizona. Ashley then returned to the Valley where she worked for the Phoenix and Peoria Police Departments.  Ashley spent nineteen years with the Peoria Police Department, rising through the ranks to the position of Deputy Police Chief in 2000.

During her career she has worked as a line level, supervisory, or management employee in every Bureau of the Department.  She was the City of Peoria’s first DARE Officer, named Employee of the Year in 1991, and named Supervisor of the Year in 1993 and 1999.  Ashley is a graduate of the 189th session of the FBI National Academy, holds a Bachelor’s degree in education from ASU and a Masters degree in Educational Leadership from NAU.

After retiring from the Peoria Police Department in 2007, Ashley served as Deputy Director at the State of Arizona Department of Homeland Security for nearly two years. Ashley has been an adjunct faculty member at Glendale Community College since 1996, and is currently employed with the Maricopa County Attorney’s Office.

Babcock, Lynn

Assistant Chief (Ret.) Babcock was the Executive Director of the Arizona Regional Community Policing Institute for several years. The AZRCPI is one of 35 federally funded training centers for Community Policing in the U.S. Chief Babcock was chosen for this position because of his knowledge and experience in Community and Problem Oriented Policing. Chief Babcock provides the student with the tools necessary to prepare for promotion within a community policing organization and there are few police organizations today that do not profess to have embraced COP/POP.

Branham, Michael

Sergeant Branham has been an officer since 1972.  Currently a Sergeant with the Maricopa County Sheriffs Office, he has been assigned to the Firearms training division since 1994 as the range master.  Mike is the chairman of the Arizona P.O.S.T subject matter expert committee for firearms training.  Mike is certified by the NRA as a firearms instructor, rifle instructor, sub-machinegun instructor, and tactical instructor. Sergeant Branham is also a factory certified armorer in numerous weapon systems, and an Arizona concealed carry instructor.

Burgmann, Phil

Ofc. (Ret.) Burgmann was an officer for over 20 years with Glendale Police Department and was a rifle officer/sniper since 1980 and has attended numerous sniper courses including those presented by the F.B.I.

Burke, Don

Don Burke has been an officer since 1978 and is currently a Deputy Sheriff with the Maricopa County Sheriffs Office.  Don has worked for the Office since 1985 in a variety of assignments including the jails, patrol, the extradition unit and warrant service unit. Don has been assigned to the Firearms Training & EOD Division since 1994 and is currently assigned as the Armorer.  He is a member of the Arizona P.O.S.T subject matter expert committee for firearms training and is certified by the NRA as a firearms instructor, rifle instructor, long range precision rifle instructor, sub-machinegun instructor, tactical instructor and an Arizona concealed carry instructor. Don is also a factory certified armorer in numerous weapon systems, and has over 16 years experience as a professional gunsmith.

Bustoz, John

Connolly, Gregory

Greg Connolly is retired from the Phoenix Police Department. He has been a Tactical Driving Instructor since 1988 and the Lead Driving Instructor for the Phoenix Police Department from 2002 to 2007. Greg is also an Arizona P.O.S.T. subject matter expert on Tactical Driving and has assisted in developing the current Tactical Driving Training Program.

Dubina, Janet

Detective Dubina has been with Phoenix PD since 1981, and has been on the Special Assignments Unit since 1986.  She has been a negotiator for over 10 years and was trained and certified to instruct hostage negotiations at the FBI Academy in Quantico, VA.  She currently teaches negotiations, basic and advance classes to officers and 911 operators throughout Arizona. She has over 500 hours of negotiations training and has been involved in over 200 barricade situations.

Foremny, Bruce

Bruce Foremny has been in Arizona Law Enforcement for over 18 years and is currently a Senior Investigator with the Homicide Detail of the Glendale Police Department. He is a graduate of the Delinquency Control Institute at USC. Bruce teaches for the Governors Office for Children on violent crimes involving children and has been a guest lecturer for the National Police in Sweden.

Fredrickson, Darin

Darin Fredrickson has been a detective with the Phoenix Police Department’s Drug Enforcement Bureau since 1996 and is currently assigned as a member of a Surveillance Team for the Repeat Offender Program.  He has a strong background in designing and implementing seminars and training programs on drug-related and law enforcement issues.  Darin is a DEA certified Clandestine Drug Lab Investigator and Site Safety Supervisor and has over 700 hours of training on various drug-related issues.  He has co-authored several professional books on surveillance, terrorist attacks, racial profiling and street drug investigation.  In addition, he has written articles for various newsletters, informational pamphlets and publications.

Hawkins, Robert

Detective Hawkins has been with Glendale Police Department since 1985 and has been with the Crimes Against Person Unit since 1998.  During his tenure, Rob has been assigned to the Neighborhood Drug Interdiction Team, Special Investigations Unit, Crimes Against Property Unit and Patrol Bureau.  He has numerous citations/awards for job-related successes.  His educational background is extensive and includes training in Buried Body Recovery, Managing Death, Bloodstain Pattern Analysis, Rave and Club Drug Investigations, Cold Case Homicide Investigations just to mention a few.  He is actively involved in a variety of professional and community organizations including Robbery Investigators Assn., AZ Homicide Investigators Assn., AZ High Tech Investigators Assn. and many others. He is currently one of the lead instructors for the Criminal Investigations Certificate program.

Hayes, Philip

Phil is a former Reconnaissance Marine assigned to the Direct Action Platoon/Marine Air/Ground Task Force.  He was assigned to the Maricopa County Sheriff’s Office Tactical Operations Unit for over eight years and has extensive experience instructing federal, state and local law enforcement personnel in tactical deployment/execution of Hostage Rescue Operations, Barricaded Subject Resolution, High Risk Warrant Service, and Explosive Entry Techniques.  Hayes has been a Deputy Sheriff with MCSO since 1990 and is the primary marksmanship instructor for the MCSO Firearms Training Division since 2001.  He is currently one of the lead instructors for the AZPost Firearms Instructor and Rifle Instructor Schools.

Hughes, Daniel

Chief Hughes came up through the ranks of the Springfield Police Dept., Springfield, Illinois, retiring as an Assistant Chief.  During his career there, he was in charge of the Emergency Response Team, Internal Affairs and Patrol.  He also served as the incident commander for a multi-agency task force including the state police, FBI and other agencies.

Chief Hughes is presently the Chief of Police of the Surprise Police Department.

He has a BA in Labor Relations from the University of Illinois and is working on his thesis in Criminal Justice from Western University.  He is also a graduate of the 193rd session of the FBI Nat’l Academy and from the Northwestern University Traffic Institute of Police Staff and Command.

Jackson, Roderick

Klopp, David

David has been an employee with the U.S. Department of Justice, Bureau of Justice Assistance-funded Rocky Mountain Information Network since 2003. He attended the International Association of Computer Investigative Specialists (IACIS) training program in May 2004 and earned their Certified Forensic Computer Examiner (CFCE) certification in August 2005.  In September 2006, David earned the EnCase Certified Examiner (EnCE) certification from EnCase developer Guidance Software.  Overall, he has attended more than 350 hours of computer forensics training.  David is an active member of IACIS as well as the High Technology Crime Investigation Association (HTCIA) and High Technology Crime Consortium (HTCC). Before his work in computer forensics, David spent seven years working in data network and personal computer support roles for the U.S. Air Force and Lucent Technologies.  During that time, he earned the CompTIA A+, CompTIA Net+, and Cisco Certified Network Associate (CCNA) certifications and completed a Bachelor of Science degree in Information Technology from the University of Phoenix.

Krauser, Shane

Shane Krauser has been a prosecutor with the Maricopa County Attorney's Office since 2001. He has worked in a number of different areas as a prosecutor, including gang, repeat offender, and homicide. He has also worked in a supervisory capacity and has trained others in various facets of prosecution and investigations. Since 2003, Shane has worked as adjunct faculty with Glendale Community College and has taught Constitutional Law, Substantive Criminal Law, and Introduction to Criminal Justice. He has also taught Criminal Procedure and Legal issues in Justice and Security at the University of Phoenix since 2009. Shane is a NRA certified firearms instructor and is certified by DPS to teach concealed carry courses. Shane received his B.A. from Arizona State University and his law degree from the University of Utah.

Leggett, Geoffrey

Geoffrey Leggett has been instructing at GCC since 1994 and is currently a Commander at Surprise Police Department. He has taught courses such as Criminal Law, Constitutional Law, High Risk Vehicle Stops and Impact Weapons with the Law Enforcement Training Academy. Geoff was with the Maricopa County Sheriff's Office for twenty-five years; serving in positions including the Investigations Division, Tactical Unit, Training Division and Patrol. Geoff is a Arizona POST certified Instructor in High Risk Vehicle Stops, Defensive Tactics, and Firearms, along with serving as a Subject Matter Expert on High Risk Vehicle Stops and Officer Survival.

Maish, James

James Maish served in the U.S. Army’s 82nd Airborne Division and received his B.A. in Classical Language from Grace College in Winona Lake, Indiana.  Following graduation, he worked as a Detention Officer in the MCSO jails until he became a Police Officer with the City of Phoenix in 1982.  In 1987, he was assigned to the Special Assignments Unit (SAU).  He is an MP-5 Master Instructor, Pistol Instructor and has taught recruit Report Writing since 1996.

McCown, Jerry

Mr. McCown has been in law enforcement since 1967, serving in numerous capacities. He retired from the Glendale PD in 1995 after serving 28 years and is currently associated with the El Mirage PD. He is an adjunct instructor for the Glendale Community College, doing non-police and Law Enforcement Training Academy firearms training, and teaches the Law Enforcement Firearms Instructor course for the Arizona Peace Officer Standards and Training (AzPOST) Board. He serves on the AzPOST Curriculum Advisory Committee as well as the Firearms Subject Matter Expert Committee. He has taught numerous places around the United States and has conducted 3 classes in London, England and one in Ireland. He has also studied policing methods in England, Scotland, Ireland, Netherlands, Germany and Russia. He is also an adjunct faculty member for the Gunsite Training Center in Paulden, Arizona.

Stock, Giles

Giles Stock retired from the Phoenix Police Department with twenty years service, the last eleven as a sergeant. The last five years, he was the firearms instructor supervisor for the Special Assignments Unit (SWAT). His responsibilities included development and presentation of firearms programs to include, handgun, carbine, MP5 and precision rifle. As an adjunct faculty member for Gunsite Training Center for eighteen years, Giles is a range master for handgun, rifle, carbine and shotgun.

Wechsler, Peter

Sgt. Wechsler is a former tactical team leader and is currently the training supervisor for the Phoenix Police Department Special Assignments Unit. He is certified as a firearms instructor, MP-5 Master Instructor, submachine gun instructor, rifle instructor, long range rifle instructor and defensive tactics instructor. He holds numerous other instructor certifications and he currently is responsible for conducting firearms and tactical training for the Special Assignments Unit. He is a staff instructor for Singleton International teaching room clearing, hostage rescue, mp-5 and shotgun to tactical officers from around the country. He is a former staff instructor for Thunder Ranch and has taught firearms for the Saudi Arabian Royal Guard Brigade.

Vasquez, Andy

Lt. Andres “Andy” Vasquez is the current Central District Commander for the Arizona State Gang Task Force, also known as G.II.T.E.M. and on the Board of Directors for the Arizona Gang Investigators Association. Andy has been a police officer with the Arizona Department of Public Safety (DPS) for 28 years, prior to DPS he served with the Avondale Police Department and The United States Air Force.  He has worked gangs since 1994, helping establish and develop polices for the State Gang Task Force.  Andy has eleven years of undercover experience including time spent as a member of the FBI Violent Street Crime Task Force; additionally he has commanded the DPS SWAT Team, DPS Crisis Negotiations Team, and the Southern Narcotics Unit.  He served on the Governors Security Detail for four years, and has worked assignments in Narcotics, Investigations/Liquor, Motors, Fatal Team Investigator, Patrol, Recruiting, and SWAT team member. Andy is a Post certified instructor and has instructed in the areas of S.W.A.T., Gangs, Officer Safety and Community Relations.

Young, Terry

Deputy Chief Terry Young has been employed by the Maricopa County Sheriff's Office since January, 1990 and is currently Commander of the MCSO's Human Resource Bureau, including the Personnel Division, OSHA Division, Employee Medical Leave Division, Payroll, Recruitment, Backgrounds, Polygraph, Behavioral Health, Legal Compliance, and is responsible for holding Loudermill Hearings and making decisions regarding employee major discipline. Terry received his BS Degree in Applied Management from Grand Canyon University and his Masters in Educational Leadership from Northern Arizona University. He is a graduate of Northwestern University's School of Police Staff and Command. He has been a staff instructor for the Sheriff's Office since 1992 and has been teaching courses in Ethics, Leadership, and Human Resources for Grand Canyon University since 2004.
