Martinez Pollack and Dean Alberto Sanchez.
President
Reed distributed a draft of the “GCC Standards of Conduct and Informal Conflict
Resolution Process” developed by representatives of all employee groups
pursuant to an NCA recommendation. The
intent of this document is to provide an environment where peaceful resolution
of disputes can occur. Participation
would be voluntary and fundamentally non-punitive. No action taken.
President Reed distributed an early version of the College Plan as a springboard for discussion. There is some reference to the need for a College Plan in the Residential Faculty Policy (RFP). The general intent of that document is to promote high academic standards, instructional excellence, instructional innovation, student development and a collegial working environment.
No
formal action was voted on; however both Senate and Administrators expressed
common agreement concerning the following:

That
in principal and theory there is a need for faculty to have some role in
providing Administration with feedback on their performance.
·
That
although Administration need not seek approval before implementing
organizational changes, seeking input and advice could be beneficial.
·
That
while the RFP requires that the process for the evaluation of Department Chairs
be included in the College Plan, the detail (and scope) that is described in
the original draft is unreasonable.
·
That
nothing in the College Plan should be construed in a way that would restrict
the President from properly acting in compliance with law, regulation or
District policy.
·
The
Senate and Administration should work together to develop the College Plan as
soon as possible.
